According to Rabbi Eliezer, all the people of the world who forsake and disregard the will of God in their life will not have a share in the life to come.  Having a share in the life to come refers to the reward everyone will receive after the death of every individual whether a believer or a non-believer.
According to Rabbi Jeremiah, everyone who believes in God is equal to the high priest.

God considers every human being as the same.  Whoever is righteous before God is acceptable to enter into His gates, i.e. pray, praise and worship God without necessarily going to a high priest to do it instead. The law does not mention that being a high priest qualifies anyone to be in favour with the Creator, but anyone with a clean heart and is righteous before God.

In this context, both prophets explain that only those people who do right will be rewarded.  In the first context we find that those who walk blameless before God will inherit the kingdom of God after experiencing the physical and first death.  Those who reject God will die eternally, i.e. Go to Sheol (psalms 917).

Historical Context
The early church had a different setup compared to what we have at hand. High priests, judges and special ordained men of God were the only people allowed to perform certain rituals as a form of worship.  The high priests were allocated the duties of offering the sacrifice, presenting people to God through cleansing by use of blood and water.  In times of calamity it was the work of the high priest to intercede to God for people that God would change the intended punishment to the people.  The high priest also led people to repenting their sins during such period by leading them to fasting and praying to God.

It was the duty of the judges to ensure that the Law of Moses becomes a crucial part in the lives of the Israelites.  They made certain that everyone who differed with the tradition of the law was severely punished.  The punishment included even death if the offender was found responsible of having rejected the law, each punishment varied on the extent and the set guidelines on how to punish anyone. The judges governed Israel before the coming of Kings. They made any decisions for people and ensured that everything was in order.  They were responsible for ensuring that during war times people were represented by the warriors and that the nation of Israel was safe from attack by other nations.

No one was allowed to offer any sacrifice to God except a priest. Inside the temple of worship, there was a section which was referred to as Holy of Holies and only the priest were allowed to go in because they were believed to be the most holy people who were acceptable in the sight of God. The gentiles were not regarded as Gods people they were not even allowed to go to the temples of worship because they were dirty people.  According to the word of God it is clear that He died for everyone, the Greeks and the Gentiles all belong to Him if they are righteous.  There is no other condition for one to be acceptable to God other than be righteous and this was made possible through the shedding of the blood of Jesus Christ where the curtain that separated the temple was separated into two meaning that everyone was allowed to go in the presence of God whether a high priest or a gentile. According to (Isaiah 262) it says open the gates that the righteous may get in, not only the priests, nor the Levites but anyone who is righteous.

Conclusion
The early form of worship was strictly under the control of the priests and the Levites but these two Rabbis have a different view on the same.  They point out that anyone who has known God no matter where they come from or who they are can be counted as part of the kingdom of God and can go in the presence of God.
